This is Bud Skinner's father, Earl.
Little Earl was born in 1913, and looks to be about two years old in this photo.
Maybe it's his birthday?
He's playing with his favorite toys in front of his home in Freeport.
I've highlighted the background, where we can see the distillery building
and smokestack of the A. Guckenheimer & Bros. Distillery.
